Mission

To strengthen the UK response to asset management and recovery by providing clear national leadership, policy and capabilities across the UK law enforcement network.

To create a unified national asset management process that ensures criminals are denied illicit wealth.

Scope and Objectives

The Asset Management Office for Policing (AMO) supports policing by improving consistency, oversight and coordination across asset management and recovery.

The AMO does not replace operational ownership within forces. Instead, it provides national leadership, strategic coordination and support to strengthen the UK's asset recovery capability.

Working closely with policing, wider law enforcement, the Home Office, the Crown Prosecution Service and other key partners, the AMO promotes a coordinated and effective approach to managing criminal assets.

Support UK policing with asset management

Develop a national asset management framework for UK policing

Standardise processes and procedures for asset management across UK policing

Develop, manage and oversee national contracts related to asset seizure and realisation

Enhance management processes, compliance and training in asset management, aligned with international best practice

What the Asset Management Office for Policing (AMO) does

Enhance the use and development of legislation with national and international partners
Ensure consistency in asset recovery and confiscation policies, procedures and standards across policing and share with wider law enforcement
Update the College of Policing APP on financial investigation and asset recovery
Develop training including frontline training for financial investigation and asset recovery

Develop the policies, procedures and standards for Policing in asset recovery and confiscation
Develop and manage centrally the procurement and implementation of national contracts for policing and share with wider law enforcement
Support Police Digital Services (PDS) in the development of the Asset Recovery IT (ARIT)
Provide oversight of restrained, frozen, seized and confiscated assets for policing
Monitor valuation, maintenance, and financial impacts of seized assets for policing
Support the management of high value and complex assets for policing

Represent UK Policing in global asset management initiatives
Work with international partners to oversee the management of the recovery of identified assets held in the UK and overseas
Support and facilitate the implementation of UN, EU and FATF recommendations.

Legal Frameworks

The Asset Management Office for Policing (AMO) operates within a structured framework intended to support the effective management of assets linked to economic crime. This framework reflects key international standards and domestic requirements, including the Warsaw Convention (CETS No. 198), relevant EU Directives (including Directive (EU) 2024/1260) and FATF Recommendations

The Asset Management Office for Policing (AMO) is hosted by the City of London Police on behalf of the NPCC Economic Crime Portfolio. Strategic oversight and governance are provided through the City of London Police in its role as NPCC lead force for economic crime.

Why asset management matters?

Seizing assets is only part of the process.

Assets must also be managed effectively, ensuring they are preserved, handled lawfully and ultimately disposed of appropriately.

Without proper management, assets can lose value or create additional costs.

The Asset Management Office for Policing (AMO) is working to ensure:
